CAS Academia Resource Planning system

Inspired by the concept and practices of Enterprise Resource Planning, the Chinese Academy of Sciences (CAS) initiated the Academia Resource Planning (ARP) project in September 2002, and has since then started to construct and improve the ARP system to support the e-management endeavors across the academy by integrating and optimizing the management flow of research, human resources, finance & logistics with an online platform for business processing, information services and decision-making. Serving more than 30,000 active users from the academy, the system has integrated a considerable number of applications to support the management of research project, human resources, finance, infrastructure construction, research facility, domestic cooperation, international cooperation, intellectual property, evaluation, official document processing & archiving, etc. Relevant endeavors have been selected as the best e-government practice in China for many years.

In 2015, the academy extended the monitoring functions for running status of some key nodes in the ARP system with the basic environment monitoring facility, which aims to monitor data collection, document distribution among institutes, application data exchanges for international cooperation, and system user login. With this facility, inspected problems were able to be handled in time. In addition, the impact of congestion of key nodes on business application was reduced effectively. In the future, the ARP service team will continue to increase the intensity of monitoring for running status of key businesses and functions, enabling the ARP system to be operated and maintained in a more transparent and controlled manner.

In the era of mobile Internet, the usage of smart phone has been very popular. To meet the mobile needs of smart phone users and explore new service models, an "ARP application center" mobile application was designed and developed based on the cloud service architecture. A newer version of APP for mobile document was issued officially at CAS headquarter on September 24, 2015. In December 2015, more than 620 users from 97 CAS affiliated units including the CAS headquarter, had logged in and accessed the mobile documents via mobile phones.

The ARP V2.4 version was officially released on December 25, 2015 to improve user experience and adapt to the changing demands of e-management. Some improvements include, 1) a more secure mobile application was developed via the enhancement of operation environment monitoring of mobile phone, security detection of equipment system, risk management alert, and automatic virus detection & protection; 2) various kinds of services, including system monitoring service, information resource service, and ARP support service, were further integrated into this new version through accessing a unified service portal based on the ARP cloud; 3) the user interface and function layout were continuously developed to improve user experiences; 4) an increasing number of data products were provided to promote resource usage; 5) VPN was upgraded to support system application under Win10 operating system to improve system adaptability; 6) ARP2.4 has integrated many optimization functions such as finance, research projects, personnel, assets, documents, government affairs, international cooperation, intellectual property, etc. The system gives full supports for major management changes including the transformation of remuneration system and social security system of institutions, process management of major CAS projects such as the mid-term review of pilot project, intangible asset management, etc.

A-Friend, a real-name communication platform was officially released on March 24, 2015. This platform is built for ARP users across the academy with following functions: communications, file transfer, voice video, remote assistance, multi-player communication, etc. By the end of 2015, more than 1,500 ARP key users from 129 institutes have made use of A-Friend. With real-time and efficient information delivery of A-Friend, ARP usage in institutes has become more efficient and faster.
