Date: Apr 25, 2025

A governmental delegation from the State of Ceará, Brazil, visited the Computer Network Information Center (CNIC) of the Chinese Academy of Sciences (CAS) on 25 April, signaling an exciting step forward in China-Brazil science and technology collaboration. Prof. Long Chun, Deputy Director of CNIC, and Ms. Chen Yu, International Collaboration Manager of CNIC, warmly welcomed the delegation, alongside attendees from the Embassy of the Federative Republic of Brazil, University of Brasília (UnB), and International Association for Popular Cooperation (IAPC). Representatives from the China Science and Technology Cloud (CSTCloud) department and GOSC International Programme Office (GOSC IPO) joined the discussion.

During the meeting, the CNIC team introduced R&D directions and cooperation programs of CNIC, its recent developments in CSTCloud and the GOSC initiative, emphasizing international efforts to advance scientific collaboration through cloud infrastructure and open science practices. The Ceará delegation outlined the states strategic vision to establish a centralized data center to manage diverse governmental information, and expressed strong interest in pursuing institutional collaboration with CNIC. The two sides engaged in open and constructive discussions around potential areas of cooperation, including cloud federation, data infrastructure development, artificial intelligence applications, capacity building, and talent cultivation.

Ceará is deeply committed to scientific and technological advancement. This strengthening exchange reflects the shared commitment of both China and Brazil to enhancing South-South scientific cooperation and building trustworthy digital infrastructures for sustainable development, said Elmano de Freitas, Governor of Ceará, during his opening remarks. To formalize the collaboration, both sides reached a consensus to continue the dialogue, actively involving local enterprises, universities, and research institutions in China and Brazil, fostering a multi-stakeholder collaboration mechanism. This visit builds upon a productive dialogue held in March between CNIC and Brazilian parliamentarians, underscoring the ongoing commitment to bilateral exchange.
